[Hadstruct] USQCD Proposal....

Dear All,

Please find attached the USQCD proposal due on Monday, where I have basically split the time across several projects we are currently working on.   I’ve try to split the request across KNL, GPU and SKX nodes.  Thank everyone for the timings and code developments.  The storage requirements are still a little iffy…..
