[Halla12_software] Minor magnet update

Hello,

I just realized that I should add some comments to my magnet
descriptions on the Wiki.  For the CDF magnet, my optimization move the
target upstream from the coil center by 50 cm, since the coil is notably
longer than Babar.  Also, I did not taper the upstream flux return of
either CDF or ZEUS to accommodate the acceptance needed by SIDIS.  This
can easily be done.  Just tell me the angle needed.
