[Halla12_software] SoLID GEMC code structure change?

hi, folks

While adding the detailed CLEO configuration, we want to take the code 
related to simulation input out of GEMC main SVN tree and add directory 
of analysis tool for simulation study.

The solid_gemc directory is set up to be independent of the way we use 
GEMC, either vanilla GEMC or solgemc

We will need to remove the duplicate codes under GEMC tree after a while 
and merge the solgemc/database_io into the new one.

Please comment on the proposed change so that we can finalize it in a 
few days.
