[Halla12_software] New SoLID Software mailing list

we are moving meeting announcements and discussions of the SoLID
reconstruction and physics analysis software from the halla12_software
mailing list to a new list: solid_software.

Regular participants in the SoLID software meetings have already been
subscribed to the new list; if this applied to you, you should have
received a welcome email by now. If you didn't get that email but would
