[Halla_molpol] [External] Moller polarimetry beam requirements for MOLLER

Thanks, Don. All of these points sound important to me.

I wonder if there are any issues to consider with transverse polarization. Are we safe to assume that when MOLLER is running, the beam will be maximized longitudinal polarization to Hall A regardless of whatever is running in the other halls?
