[Halla_parity] PREX meetings, shutdown work plan

We'll have planning meetings every Monday at 3 pm
for PREX.  Later we may increase the frequency.
The first one is just a phone meeting (no meeting
room); the subsequent ones will be in a room at
JLab, probably L207.
