[Halla_parity] Need Target Operator for next three owl shifts

Dear Collaborators,
There is no one signed up for the next 3 owl shifts.  At a minimum we need
a target operator.  Please consider taking one or more of these shifts. 
There are also many owl shifts over the next 3 weeks that need to be
filled.
