[Halla_parity] 2nd draft of PREX letter

After collecting and processing many comments from authors,
a 2nd draft of the PREX letter for publication is available.

If you have further comments, or would like to argue about
the exclusion of your comments, etc, please feel free to
contact me.  Some comments are still under discussion
among the main authors.  Note, the working efficiency will
be low until Jan 2 because of the shutdown of JLab.
(e.g. no electricity for part of the time !)

We hope to submit this to PRL on Jan 9.
