It's 2 steps forward, 1.5 steps back, but there is slow progress.  If we
are to take advantage we need to staff the shifts.

Remember, you get credit for shifts whether there is beam or not.  We
need the people whether there is beam or not.  OWL shifts count for 1.5
shifts towards the 10 shift tally for authorship!
