[Halla_running] Shifts canceled through Wd March 16th

Hello everyone,

As some of you might know the accelerator is down to deal with a CHL issue
which means we are not going to have beam until Thursday next week at the
earliest.

Dave Meekins will bring the target up to about 30K this evening (~9PM).

We discussed it today at the 4pm meeting and decided to cancel all shifts
including Target Operator from today's OWL until Wed March the 16th.

As soon as we will find out more we will send out another email.
