[Halla_running] [New Logentry] Accelerator site power outage

A Dominion Energy substation which powers the accelerator site crash causing a general power outage in site.

ESR is down so our magnets and cryo targets are down. The accelerator is down too.

The swing shift is canceled and the owl shift is on stand-by for now.
