[Halla_running] remaining 2019 crex shifts cancelled

Dear Crex-ers,

As you all know, our December run plans shifted around a bit as we 
worked with Machine Ops and multi-hall running to use the beam as 
efficiently as possible.  As of this morning we have completed the bulk 
of our commissioning plans and have collected several shifts of 
pre-production/production data (>12 Coulombs).  As planned our beam was 
turned off this morning at 8am and will remain off until the January 
restart.  All remaining shifts for the rest of the week (and year) have 
been formally cancelled.
