[Halla_running] RC update and plan for Day

The optics running with the sieve inserted has gone well overnight, with data collected on the single carbon foil, 4-foil optics target, and the LH2 target.

We are about to have an escorted access at 0900 to remove the sieve.

Following the access, we plan to bring the SBS magnet up for the first time.

We will then begin LH2 elastic running, starting with a beam current of 1uA, and increasing after we evaluate occupancies and deadtimes.
