[Halla_running] [New Logentry] RC update: Shifts cancelled up to Friday DAY

Shift Leader and Target Operator shifts have been canceled up to and including Friday OWL.  For those of you who missed the daily RC meeting, the reason for the downtime is nicely described here https://logbooks.jlab.org/entry/3932961.  We should have a better assessment of the situation by tomorrow’s 3:15 RC meeting.
