[Halla_running] [New Logentry] RC update: hall in restricted access

The hall has just been transitioned down to Restricted Access.  The target enclosure may be accessed; gloves must be worn when working in the enclosure.

The target folks will be working this evening to dismount the cell and preparation for mounting the new cell late tomorrow or on Friday.

Tomorrow Jesse and team will work on resolving the obstructions and moving BigBite to the desired 29.5degrees.

Both SL and TO shifts have been cancelled for tonight through Friday owl.  We plan to not have anyone staffing the Hall A control room until Friday Day shift.
