[Halla_running] [New Logentry] Hall A status and RC meeting (Nov 8, 2023)

The lab is still trying to figure out how we can safely restart beam operations to hall A. In the meantime, Bill Henry updated the target positions in the GUIs and communicated the new values to OPS, Bill Gunning yesterday set us up for 3 pass running with only one set of raster coils.
