[Halla_running] [New Logentry] Hall A is now in controlled access

Dave Meekins will start the cool down of the Hall A target as soon as he is able to do so. For anyone else other than the target group and the Hall A technical staff: please do not access Hall A for work without checking first with the run coordinator. 

All HVs are off and the SBS and BB magnets are off: https://logbooks.jlab.org/entry/4280319. Do not attempt to change this state of the hall before consulting first with the RC and the work coordinator.
