[Halla_running] Updated beam schedule

Hi,
      At today's 1:30 MCC meeting, they will announce that accelerator
is planning to start beam recovery February 24 and beam starting March 7th. We will keep with the planned
staggered start so Hall C would start Fri Mar 7th and Hall A would start Wed March 12th. The entire schedule
is shifted.  The Hall A and C shift schedules will be updated. I am sure that you will get an email from your
respective experiment collaborations.  I want to send something out in addition.
Thanks to everyone who is signing up for shifts. I know that it is a big effort to take shifts at
JLab.  I appreciate your flexibility.
