[Halla_src] Changelog and How To Page

Hello all,

After being requested to get on with the documentation I have started my 
work on it.

If you note the following files are read only, meaning you can't edit 
them.  I have done that on purpose for the time being, as I will be 
editting them many times over the next week.

If you have an concerns/comments/questions/suggestions or have a how to 
that you have (for instance the online gui) please e-mail them to me.

You'll also see these links on the SRC webpage.  You'll note I have left
