[Hallb-engineering] torus cooldown

Krister,
I called Robert of cryo x7331, he did not know of the cooldown. He said 
the ESR is maxed out and they need to readjust both the CHL and ESR to 
support our cooldown.
He said they should be ready tomorrow.
