[Hallb-engineering] torus cooldown

Cryo is now controlling the back pressure valve on their own sensor 
CPI8521. This sensor seems to be correct and stable. I believe we have 
torus alarms that could ramp down the magnet on PI1028 so this will need 
attention as time allows.
