[Hallb-engineering] Hall-B shifts

Dear all,

As we learned HDice IBC was successfully transported and installed on
the beamline over the weekend. It will be few more days before target
will be loaded into IBC (after it is cooled down) and will be ready for 
beam.
So the CLAS shifts are canceled till Thursday 8am. We will update on
the status of shifts by Wednesday.
