[Hallb-engineering] New "Scientists" link

Dear Hall B Collaborators:

After getting some feedback from local scientists, Jefferson Lab has added
a new "Scientist" button on the lower left of the new JLab home page.

https://www.jlab.org/scientists

From that link, you can get to all the Hall pages, the PAC pages, the 
experiment schedule, etc.

Please let me know if there are other scientific links that you would like
to see added to the new "scientist" navigation page and I can communicate
them to the lab folks.
