[Hallb-engineering] 6GeV removal work

Due to the shortage of manpower of the technical staff in Hall B. Please 
make sure you have any work not on the 6GeV schedule  on the Blist for 
manpower requirements as well as scheduling. This will require a THA and 
Work Control Documentation. All work will need to be reviewed.
