Gentlemen:

Today's investigation did not reveal an easy fix.  The load brake is locked up.  The normal torque developed by the hoist motor is not sufficient to release the brake.  The break mechanism is located in the oil filled gearbox of the hoist.

We replaced the load brake in the Hall C bridge crane hoist in March 2013, it took a week and cost $13,000.00.  The Hall C repair was aided by a mobile crane that was in the hall at the time.  We will need to make provisions in Hall B to replace the mobile crane involvement.

I will forward a cost proposal when I receive it.
