There is no code restriction that I am aware of to prevent such use. I believe the crane hook or any portion of the crane structure is perfectly acceptable for use as fall protection tie-off. A THA for this use should warrant lock-out of the crane, or crane remote control, to prevent inadvertent movement of the fall protection tie-off.
