[Hallb-engineering] Saclay controls

Hi Guys,
The Saclay controls are on for testing the readouts until further 
notice. Somehow, it was turned off when we came in Monday. I don't know 
why or how it went off but I have a couple of requests:
1) If a person turned it if, please let me know if there is a compelling 
reason to do so.
2) If it turned itself off, we need to know why.
