[Hallb-engineering] Update on KPP run

Dear all,

Here is an update on the status of the Hall and beam running -
Althou there is no formal approval yet to run beam to HAll-B and 
the machine is still recovering from the cryo even this morning, 
we decided to go ahead and lock-up the hall. Sweep will start 
shortly, then will go to controlled access. 

In any scenario Hall will be in restricted acces tomorrow at 8am.
