I modified the alarm values for the heat shield temperatures.
TR8672 and TR8673 were Major at 60 K now they are Minor at 60K and Major at 80K. 

I also increased the setpoint of EV8670BY from .04atm to .06 atm to force a faster shield temperature recovery after a fast dump. This change will warm the coils very slightly (~0.02K) because the magnet reservoir will run at a higher pressure. It may also require the supply valve EV8612 to run slightly more open.
