Now that we know we don't need to run the Solenoid subatmospheric we decided to switch PV8674 the solenoid magnet reservoir exhust valve to Fail Open vs the original design of Fail Closed. 
The documentation we have shows the actuator is reversible so I took it appart to make the swap. 
The actual parts on ours do not match the documentation and it can't be reversed.
I put it back together. I left a shim in place holding the actuator up and the valve is open. The supply air is shut off and the air line is disconnected.
The only reason we need to shut this valve is if we want to pull the exhaust U-tube. If we need to stop the flow we can close SV8675BY.

I will contact the vendor to see if we can get the reversible parts.
