[Hallb-engineering] Hall B Cold Return after ESR trip

Hi Denny,
I spoke with Chris this afternoon. He agreed to proceed with the plan that he will close the Hall B cold return valve in the ESR valve box CEV6721B upon an ESR outage if and oly if the Hall B magnets go dry before they get the ESR restarted. After both the Torus and Solenoid have more than 20% helium in the their lead reservoirs indicated by LL8120SC and LL8620SC and if the level is building he will then slowly open the cold return valve at ESR. This will allow our warm return valves to close.
Following this procedure should substantially decrease the recovery time for the Hall and allow physics to resume earlier.
Hopefully the next ESR trip is a long time from now, but in any case I would like to be notified prior to ESR restart (try both Cell and Home phones) so I can monitor the recovery to be sure this is a good process for system recovery.
