[Hallb-engineering] Magnet cRIOs Downtime

I'm planning on taking all the magnet cRIOs down to install new software to use the newly deployed PTP server, see: https://logbooks.jlab.org/entry/3581012

This will most likely be done after lunch, I'll send another email if other PLC work in Hall C runs long preventing this work.

I'll comment out the PLC code that sets the values to 555 when the signal is lost, since this is a planned outage in the hopes that there should be no noticeable effects from the downtime.

If the FastDAQ is running it will be stopped/started once the upgrades are done.
