[Hallb-engineering] [New Logentry] Torus Shield Temperatures

The Torus shields on coils C and E (both bottom diagonal coils) are running warmer than in previous runs. They started to warm when we hit 4K and we have seen Coil C do the same in the past but this time we have the exit temperatures of both running warmer than in past runs and high enough to trigger both the High and HiHI alarm values of 110 and 120K. 
It is not obviously a problem at present as these coils have average temperatures at the same value as at the end of the May 2018 run. for now we will raise the alarm values to 125 High and 130 HIHI

We should keep an eye on this!
