[Hallb-engineering] Hall B emergency exit this weekend

In preparation for HPC-2 the track ramp and side exit have been sandbagged and cannot be used for exit. Until further notice the only secondary exit from the hall in case of emergency is the exit to BSY in the upstream alcove.
