Now that the solenoid is running with out oscillations I'm re-doing the test.
I shut the bypass valve MV8678BY with MV8678A open to the 0-200 SCFH (air meter) at 11:29 at 11:30 it read 100-105. 
The other thing we can do is to run the same test at current to see if there is any flow increase when powered

After 2 hrs the flow drifted up to 110-115 scfh reading. I opened the bypass valve at 13:29 and the DP and Pressure in the helium reservoir went back down. 
Note: Flow meter inlet pressure ~1.13atm, exhaust pressure 1.08atm
