[Hallb-engineering] System checkout and readiness for the run

Dear all,

We are planning to close Hall B and go to controlled access sometime in the early afternoon today. Please make sure that your system is ready for the run and is signed OFF in the HCO system. As of now, MVT, RTPC, and beamline are not signed OFF.

After closing to controlled access, the solenoid will be energized. When you make an access please stay out of roped areas.
