[Hallb-engineering] Network upgrade in hallb is finished

Dear all,
network upgrade in hallb is finished, everything should be back to normal. Some computers/controllers in test setups may need to be rebooted, please let me know if  you need any help with that.
   One nice thing is that we can increase bandwidth between hallb and CC  from 40Gig to 100Gig, if we purchase new hallb router.
