[Hallb-engineering] Change of plans: Hall access postponed until Friday

Due to the delays in the Hall A setup the pass change is pushed to Friday. Hall B will remain locked up and will continue taking beam tomorrow. Our configuration is shifted accordingly, tentatively at 9 am.
The exact time when we open the hall is to be confirmed tomorrow.
