[Hallb-engineering] Downstream Alcove access

Good morning,

    I wanted to remind everyone that the Downstream alcove will be posted as a confined space beyond the shield wall. Anyone that needs to enter
that area will need to have confined space training. There is a class scheduled for the 10th April.
