[Hallb-solenoid] Limits changed in PLC code on October 3, 2016

Dear Pablo, 

To help keep a better record of what limits we changed in the PLC code to try and remove interlock trips, below are the changes we made the afternoon of October 3, 2016. 


    * Changed threshold for all comparators from 0.1 V to 1.2 V. 
    * Changed Source B for ramp rate comparison from 0 to 1 
    * Changed Nitrogen Liquid Level limit from 90 to 95 
    * Added "always off" tag to Soft_Overcurrent logic
