[Hallb-solenoid] Interlocks checkout List.

Dear Ruben. 

This afternoon, Tyler and I have been solving some issues with the relays in order to get the breaker open/close of the magnet power supply MPS, and be able to test the interlock checkout list. 
After solved this problems and set up all the interlocks off; we complete with 10 task of the list. Tomorrow in the morning we'll continue working and Morgan will help with us to complete some of the task with regard to some Load Cell connectors in the Torus.
