[Hallb] shift cancellation

Dear collaborators,

Yesterday we had the FROST target crash. The holding coil quenched and 
is not operational after this incident. The target is being warmed up 
and the cryostat will be opened. At that time we will asses if it is 
reparable.
The hall will be in restricted access.
All shifts are canceled starting from today and until 08:00 Monday, July 12.
