[Hallb] New CLAS12 NOTE archive

Dear all,

We have a new CLAS12-NOTE archive available. From Hall-B publication page
you can access to the CLAS12 NOTE archive by using the link "CLAS!2-Note 
Archive",
just below the link to the CLAS-Note archive. The new archive works exactly
the same way as the old CLAS-Note archive, with one minor difference,
the CLAS12-Note archive accepts papers only in PDF format.

Please, from now on submit CLAS12 related papers to this new archive. Let
me know if you will have any problems.
