[Hallb] Congratulation to Dr. Bedlinskiy!

Dear Colleagues,

Let me inform you that Ivan Bedlinskiy successfully defended his PhD thesis
"Exclusive pi0 electroproduction at nonresonance region with CLAS"
(official adviser Valery Kubarovsky) on September 24, 2013. All 18 members
of the Scientific Council of the Institute for Theoretical and Experimental
Physics (Moscow) agreed to recommend awarding him the PhD Degree.
