[Hallb] FTOF panel-1a installation complete

Dear Collaborators:

The first phase of installation of the CLAS12 Forward Time-of-Flight (FTOF) system was completed this
morning. All six of our panel-1a arrays have now been mounted onto the Forward Carriage. Installation
of the next set of counters (panel-1b) will begin at the end of the month.
