[Hallb] shift cancellations

Dear All,

*** The first shifts for RG-D will now be Monday, September 11, day shift.  All prior shifts are cancelled. ***

Current estimates have the accelerator ready for physics on the 5th, starting with beam delivery to C, followed by D, but the new Hall B cryotarget may not be fully ready until the 15th.  Since shifts on the week of the 11th are assigned to locals, we'll keep them active for now.
