[Hallb] [New Logentry] Update on Hall/Beam Status

Based on this morning's PD/RC meeting discussion, see the attached PD log entry along with the previous ELOG/POLOG summary: https://logbooks.jlab.org/entry/4229831; it seems there is no "much" chance that the beam will be restored to halls prior to Tuesday, Dec. 5th, SWING shift. 

In coordination with the PDL Baltzell, all shifts from Sunday, Dec. 3rd, until the OWL shift of Tuesday, Dec. 5th, are CANCELED. Shift takers of Tuesday, Dec. 5th, DAY shift onward are on STANDBY until further notice.

I have updated the RG-D runwiki Short Term Schedule: https://wiki.jlab.org/clas12-run/index.php/Run_Group_D#tab=Short_Term_Sc... to reflect the latest news! The Hall will remain in Controlled Access, so please notify the RC, El Fassi, and Denny Insley in case hall access is needed.

P.S.: There is no RC/OA meeting today. Also, no other run activities to report besides the ongoing downtime and related shift cancellations!
