[Hallb] RG-D shift schedule

Hello Everyone,

Additional delay is now official.  First shifts will now be September 1, and all prior shifts are cancelled.

The delay is expected to be accounted for by an extension in the spring, and the shift schedule has been updated accordingly, through May 5.

*** As a first round, for those institutions whose shifts have been cancelled, we'd like to ask if you can pickup shifts in the extension.  If so, please contact Bryan. ***
