[Hallb] RC update

Hello Everyone,

The news from PD is that machine recovery has started, and the beam to the halls is expected during the owl shift. We will sweep and close the hall in an hour or so.
The run plan for the startup has been updated on the run wiki.

Based on the log entry made 10 min ago, https://logbooks.jlab.org/entry/4272288, the current estimate for locking up the machine is 3 pm. At this point, it is unrealistic to expect any beam to be sent to halls before midnight. I will update you later in the afternoon on the progress.

We just had a PD/RC meeting; the good news is the spreader magnet with the new vacuum chamber is in place, the initial survey and alignment are done, vacuum connections are done, and pumping has started. The results of the pumping startup are encouraging. But there is still no ETA for the beam to the halls. Definitely, there will be no beam during the day shift as another survey and alignment and more pumping with ion pumps must go on. Only after that operation will start the restoration of the machine.
