[Hallb] No RG-K RC meeting today

Folks,

We had another fast ramp down of the torus and solenoid this morning at 7:45 a.m., making
two such incidents in the last 30 hours. The cause is a waterflow interlock in the torus power
supply. As usual the Hall B superconducting magnets are coupled cryogenically, so the torus 
fast dump caused the solenoid fast dump (and also brought down magnets in Hall C). The 
Magnet Group is involved in the mitigation process and have just made an entry to Hall B to 
begin investigations. Any work on the system cannot begin until the safety paperwork is in
place, so the current entry is just for an initial evaluation. It is not clear yet when we will be 
allowed to resume the RG-K physics program, but I will update folks when there is news.
